I've started my mongering scene in NE. I can safely vouch it's not as easy as it may seem there.

1. Assam: Good birds, easy catch and less prices. Downside is that they may not always feel welcoming to an outsider. I've heard many cases of non-NE people being blackmailed over an innocuous fling. The trick is to get a befriend a local when going for the hunt. I've met priceless gems and I've had my share of disappointments too. Places of probable easy mongering are, Silchar, Guwahati, Tinsukia, Dibrugarh.

Since For FR I don't have any good thing to write I know some place where I went. There is spa in knowing which is above of KM bank the spa is good and the birds are average and they don't provide good service but I encountered one bird and she is from Bhutn she gave me the best massage and deed was good too.
