The simple fact is, other than a couple of spa chains and some of the luxury hotels, all spas offer extras.

See, the main issue is that such chaps exploit us since they know this is not legal. Anyone who has been conned or has had a bad experience just cannot go to the LE and report the problem. He himself would be asked so many questions. The LE also seem to have a hand in this else they can easily look up the various sites and catch these people.
