When I arrived in Costa Rica 9 years ago I was surprised to find that the majority of foreigners were struggling to get by and / or living off of a very fixed income. I was expecting to find more wealthy men and men with jobs that permitted them to live where they wanted. I had to ask myself, where are the wealthy single men living? Don't these entitled, single men want to get laid regularly as a top priority? The answer is no.
There are a few things that most men in this position are looking for IMO.
First, they are looking for an educated population of people to live with. Where educated people live things operate and function faster and more efficiently than in places where less educated live. There is less stress and more ease in living daily life.
Second, they are looking for things to spend their money on that increase their quality of life. These things range from general entertainment to better quality health care.
Third, they are looking for a safe place to live.
There are very few, if any, top mongering destinations that can meet most or all of this criteria. Over the years I have met many men who are wealthy and live abroad. Although they find my stories about the girls intriguing it is not on many of their priority lists.
I hope this sheds a light on this for some of you.

The US does want tourists to visit and spend money. I recently learned that the US routinely grants visas to tourists from a very poor third-world country about 66% of the applications. Only a third was denied visas. That's a pretty high acceptance rate.
State department has a few criteria to deny visas:
1. Persons who may commit terrorists acts, physical violence or other crimes in the US.
2. Persons with little stability in their own country, jobs, houses, physical assets, bank accounts, family ties etc. that may induce them to stay and hide in the US.
3. Convicted criminals or persons associated with drugs, gun, [CodeWord908], or with criminal backgrounds.
4. Persons suspected to engage in military or industrial espionage.
I know a few execs from a specific country who have again and again been denied tourist, trade or conference visas, because somehow the US knows they have been copying proprietary product designs and production processes, stealing intellectual properties, violating patents rights of Western countries.
US State Department really tries, but occasionally smugglers, spies, criminals and unemployed hot young girls can still get in the US to do what they want. So go figure.

Tourist visas are given so people can come to the US and spend money that is the bottom line. No money. No visa.
