I (and - I must say - all others I know who visit US from Europe) consider this question in the immigration form one of the most laughable things, which a regular traveller ever experiences while on travel worldwide!
I am surprised no American usually gets the ironic potential of that statement.

US Immigration's definition of immoral activities is likely related to pimping and prostitution.
Sleeping with married women, or adultery, is not only immoral but may still be criminal in the laws of a few Southern states, but not crimes prosecutable under US federal laws. So you can go ahead and sleep with as many married women as you can get your hands on without fear of the law. But if they know you plan to pay prostitutes for sex, or you plan to sell yourself for sex, that may be deemed immoral and may be ground to deny entry.
This simple question is to make sure they have you state your intention in writing, so if you are caught committing criminal or immoral acts, it would be quick and easy to obtain deportation orders by US court.
Regarding immoral activities, a few Asian countries take it very seriously. I was on a trekking tour in Asia and crossed borders on land into Vietnam and Cambodia. Immigration officers at both countries grilled me for a long time about my purposes of entry into their countries, being a single man. Why was my spouse or GF not in the tour with me? Was I seeking entries into their countries to fuck their young girls? Those were their repeated questions. They made sure I understand that they do not like sex tourists.
I had to convince them that I like to tough it out on trekking tours, but my GF would never take these land tours on the rough and dusty roads of Asia. Immigration officers in Thailand, Malaysia, Indonesia etc... had no obvious concerns about immoral activities, however.

Second, they are looking for things to spend their money on that increase their quality of life. These things range from general entertainment to better quality health care.
Third, they are looking for a safe place to live.
There are very few, if any, top mongering destinations that can meet most or all of this criteria. Over the years I have met many men who are wealthy and live abroad. Although they find my stories about the girls intriguing it is not on many of their priority lists.
I hope this sheds a light on this for some of you.

And, last but not least, who is the genius who conceived such profound questions to establish prerequisites to enter USA?
PS: during my last visit to USA, I actually had sex with a married lady, but it was not P4P. Does this qualify as "immoral"? I confess that yes, I always hope and aim to do such things, on all my visits. Am I guilty of false declaration?

The US does want tourists to visit and spend money. I recently learned that the US routinely grants visas to tourists from a very poor third-world country about 66% of the applications. Only a third was denied visas. That's a pretty high acceptance rate.
State department has a few criteria to deny visas:
1. Persons who may commit terrorists acts, physical violence or other crimes in the US.
2. Persons with little stability in their own country, jobs, houses, physical assets, bank accounts, family ties etc. that may induce them to stay and hide in the US.
3. Convicted criminals or persons associated with drugs, gun, [CodeWord908], or with criminal backgrounds.
4. Persons suspected to engage in military or industrial espionage.
I know a few execs from a specific country who have again and again been denied tourist, trade or conference visas, because somehow the US knows they have been copying proprietary product designs and production processes, stealing intellectual properties, violating patents rights of Western countries.
US State Department really tries, but occasionally smugglers, spies, criminals and unemployed hot young girls can still get in the US to do what they want. So go figure.
