Now it is important to understand that Russian people, as well as other nationalities were settled all throughout the Soviet Union. There were even enclaves of Germans and Polish in the east. When the Soviet Union collapsed they found themselves a minority in their new homelands overnight. Many of these people have strong links to these places and have no good reason to leave. They are a significant minority in places like the Baltics, the Causcasus, and Central Asia. That said, it is safe to refer to them as "Russians", though they might be from any of the "Stans", because their race, culture and language is Russian.

On the flip side, not everyone who is native to the Russian Federation is an ethnic Russian. There are various ASIAN ethnic groups in Russian Siberia. They are the ethnic majority in the areas abutting China and Mongolia. I had a Ukranian colleague who described his military service on the Chinese border in the last days of the USSR. It is widely known that at Rajah hotel, aside annie's, there is a contingent of "russian" who can be visited in the rooms or met downstairs if they are there for a smoke. Sometime you see them st the nearby 7-11.
