Any foreigner that enters Mexico must show a passport and purchase the necessary tourist card. The system hasn't been set up for autos yet but that doesn't mean people who drive in are exempt. Try explaining that to a cop in the Zona Norte.

Park your car and cross one day to get the 6 month tourist card or while you are in Tijuana come back through the mexican immigration building and ask to purchase one.

Technically, they actually do. This was a legal requirement that the Mexican government put in place some time in 2015. But it's enforcement is incredibly lax and inconsistent. Prior to my obtaining an FMM180 recently to avoid the recent backups on the pedestrian line going in to Mexico, I used to enter on one day trips all the time. About 2/3 of the time, the agent at the San Ysidro pedestrian entry gave me the 1-day pass, and about 1/3 of the time, they just waved me through. At Otay Mesa, they don't even bother with them. I'm sure that this varies by entry point, and even agent by agent on any given day. I don't drive into Mexico, but my understanding is, they usually don't bother with them for people that do in San Ysidro, nor at Otay Mesa.

I am not certain why they issue a 1 day visa. In many cases the Mexican immigration do not issue one. I don't believe the police bother asking for the 1 day visas. The purpose of the visa's is to control undocumented people that are living in Mexico. This also gives the police more latitude in deporting the troublemakers that are living in Tijuana. In the end it's nothing to worry about. Just keep out trouble.
