I believe he was referring to using a credit card. Not only will you be charges $32 by WU but the cash advance plus any other fees would quickly add up. There are many credit unions and brokerage accounts that offer free ATM withdrawals and refunds of the fees the Colombian banks charge. My cost to withdraw $1,000 from any ATM in Colombia is $0. 00. I consider it a further benefit that I can withdraw cash as I need it rather than have $1,000 or more lying around.

Any bank will give a chase advance against a credit card in good standing. The interest and fees are insane. Save your money or do whatever else you have to do to be able to make ATM withdrawals from a cash funded savings or checking account.
