What do you mean available by webcam? Are they on a webcam site or available individually by skype or something like that? Would you be willing to say who they are?

I wouldn't think too much about the Tagesplan on the Globe website, my guess is that they are working on the website for when they reopen. No way they reopen during the lockdown period, they would get fined the next day.
