The transactional formats would simply change from large incall places that openly advertise the sale of sex, to a different system. There would still be incall and there would likely still be multiple ladies working at the incall. And as long as Germany doesn't close its borders with countries in Eastern Europe, the type of ladies would be similar and the prices would be lower than most of the rest of the world. But the prices would go up since large incall facilities generate economic efficiencies.

Escorts can operate quite freely, simply ignoring any licensing rules. Advertisement and review sites are generally protected by free speech. They can speak less freely if need be, but more importantly simply relocate to a more friendly jurisdiction. The local government must then decide whether to try and block access to those foreign sites, which is not easy to do.
When the industry starts out with reasonable compromise and discreetness, as has always been the case with Portugal (the Apartadox ads don't list prices and explicit services, and a person must join the review site to read details), there is less fighting to begin with.
