They make quarantine 7 days and now again 14 days. They say maybe they open Phuket on 1 July and some other in October.

I had assumed that many of the existing businesses will fail and similar businesses will appear in the same locations after tourists return. The landlords will lose money. Same concept for many hospitality related businesses (massage, restaurants, bars, small resorts). Just my guess.
