I'm not sure about paxful. But in local bitcoins, the sellers are verified by the buyers. After every transaction the system asks the buyer to rate seller about trustworthiness. And this rating reflects on the seller profile. So I guess one can place order with a seller with highest rating.

I had some bad experience with paxful, and I see that localbitcoins also follows the same process. If the seller is a thug, they will deny releasing bitcoins claiming the screenshot is fake and will ask you to send again with a different payment method or start a fresh transaction. I do understand that we also blocking their coins with the active transactions but after all they received the payment. And release or not, they got their money.

But as the transaction has started you can't cancel it (It can be cancelled only by buyer) and your coins are locked. So you are bound to create account and you will receive an invoice stating you received some payment. But the payment platform team is chosen by them in such a way that the payment fails (as the platform discourages btc transactions) and no money is deducted from their bank. So, receiving the invoice does not mean you got the money or money is deducted from their bank account..
