Can't help with money exchange places cause I never used any. Always used Davienda or Scotiabank Colpatria ATM's.

If it were me, I would print the name and the address of St. Peters on a 3 x5 card and also write $100.000 COP (yes, with a period) or about $27 USD and you will have guys clamoring for your business at the airport. At the airport, the last money exchange closest to the doors you go through after customs and before you get where the public (and taxi drivers) can wait for you inside the airport is a good place to exchange money. The other money exchange inside the airport charges more. Also, there are ATM's at the airport.
If you are asking about money exchange near your apartments then no offense, but you have not been reading this Forum. You will use an ATM and from where you are, walk along the main drag Avenida 70 back toward the metro station (South?) toward San Juan Blvid which is the closest major intersection, cross San Juan then cross Avenida 70, keep heading toward the metro station and after you go through one more stoplight you will see the Davienda ATM on your right.
If you walk past the Dorado 70 you went too far, but there is another ATM on the opposite side of the street further down. By now you are within a 12 minute walk of Jumbo with 4 or 5 different ATM's and a great place to shop but giving you directions to walk there from the Avenida 70 is a little tricky, unless you walk all the way down to the last intersection before the metro which is busy with a stoplight, turn right and head down that curved road for about 1/3 of a mile and Jumbo is on your right you can't miss it. During this walk from San Peter you will have walked past or near an Exito (grocery store) a D1 (a discount grocery store that sells more bulk) and a ton of little restaurants, bars, etc, drug stores. Good luck.
P.S. From the San Peter if you head the opposite direction down Avenida70 away from the metro there are even closer ATMs on the other side of the Avenue but I think they are BanColombia but whatever they were I remember avoiding them because of the lousy rates. But hey, when you need cash you need cash. Ostee Out and I hope this helps.

But don't be too quick to throw the baby out with the bathwater. I have eventually gotten together with chicas who flaked on me at first who turned out to be worth the flake, I mean worth the wait, jeje. Zero tolerance is certainly a viable approach to flakiness, and I need to keep in mind, I am in it for the long game, not a one week visit to Medellin and those guys probably will want tighter time management.
But if your mindset is more tuned in with the culture, you might find yourself rewarded in the long run for eating your pie with a little bit more of a flaky crust. Off the top of my head, one of my perennial Top Ten girls Purrfekt Piel was a total flake in the beginning. But she would call and tell me that she wasn't coming and usually it was because she was working and going to school and just too tired by the time our appointment time came around in the evening.
Now? If you read my Top Ten she is the easiest girl on my List to be around. She is also my most requested chica from other guys here (I don't refer her unless I know you). She is on time, and if my schedule is open she will stay for 4-6 hours or more for her usual 1.5 hour rate. Most of our time is spent in comfortable silence and she will do anything sexually I request, hold any position, for however long I want and never complain, and she will come back for more. She is over 8 months pregnant now and she was obviously very uncomfortable when I was smashing her (I tried not to hit the soft spot in the kid's head with my schwanson) during my recent trip, but she was a real trooper with all hole access.
My Numero Dos chica, she still flakes and always will. She always shows up but usually two or more hours late. I simply plan accordingly and if she happens to arrive and there is another chica there, I introduce them and that becomes a future opportunity for a three-way.
Finally, remember these chicas probably get flaked on by gringos just as much if not more than we do. Most of these girls do not have the taxi fare one-way let alone round trip. If they show up and the gringo is no where to be found, they are not just inconvenienced, they are screwed. They have to either abandon the taxi, and hope the driver never finds them again, offer sex to the driver, or turn a quick trick with someone else to get the cash to pay taxi there and back home. Imagine that stress, if you can.
A common strategy is to tell the girls ahead of time if they are more than XX minutes late, then don't bother to come. That'll work but it creates tension before the session even starts, but I respect guys who need to manage their time like that.
On how you figure out which chicas you give a second chance and which ones you don't? I have no idea other than think what made you want to get with the chica in the first place, and compare that to the potential of other new girls who probably have the same risk of flakiness. You only need one good chica, and then you can start the "friends of friends" ball rolling and even during short visits to Medellin of a week, you should quickly have your hands full with more chicas than you can handle.
