It happened with me also. First SA does not accept debit card. Most likely reason you are not able to make payment is that SA monthly payment is recurring payment and RBI prohibited recurring payments using cards. So most banks like HDFC, Citibank etc are not allowing such payments. Friends managed to make payment using ICICI cards.
