Yes Tokyo is not for foreigners, apparently girls like locals because of smaller size and quick release, only way is to keep asking the mamasans standing outside the so called discos or MP. You will find one on each street. Other option is to see the local free newspaper, they do offer hotel massage services. Tons of ads in these papers.
