Hi Sublime,Sumida-ku is known as the downtown part of Tokyo. It is not known as a particularly wealthy area though of course wealthy people live there. There are many sumo houses, factory's some areas are well known for having massage parlors etc. Without the full address it is difficult to say. It is old downtown Tokyo (Edo period) now there are many neighborhoods. Older ones are still artisan houses(factories) though dying out replaced by various grades of apartment building. Haven't posted for awhile in the Tokyo section but did post once in the Yokohama area some time ago. Check out Kawasaki, was interesting spin on the Hinodecho scene. You have to walk around to check out the talent in the area. Don't get too discouraged by the first couple of old fat ladies in the windows there are some gems in the coal mine.
