They are a common facet of life in Japan, so someone going in/out of one is hardly likely to attract much attention. I understand that nonetheless most have discrete entrances away from general view.A 10K hotel in TYO is likely to be a business hotel, ryokan or hostel style, and would be the most visitor unfriendly unless you prebooked a double room. In these hotels you usually have to go past the reception desk to get to your room, so your movements would be more closely monitored than in a larger place with a big lobby, more (regularly changing) staff, and thus more anonymity.

This is a short update on Champs d'Elyssee and New York New York, both in Ueno. They raised the price to 9,800 Yen per 50 minutes. I visited Champs twice this month.
