I think you are being generous with 5/10 but scales can be different. That said, I have also received excellent service 90% of the time and the price is certainly right. Asian Mystique and Nasty Dolls are both reliable. Most of their providers speak some level of English. There are also some really good indies in Tokyo that are reliable and foreigner friendly.
