I was in Tokyo for just a few days, and visited last Saturday afternoon, around 3:00 pm in the afternoon. Entered and there was a woman at the counter, along with a couple of guys. I would not say they were super friendly, but nice enough and spoke English. There is another soapie right next door but I didn't check them out. I asked if it was OK for me to drink my beer there and they basically freaked out and were just about to turn me away for drunkeness but I managed to convince them that one beer was not going to turn me into a violent criminal so I went outside and around the corner and sucked down the beer.
