If you want to pick up a tochinbo, I don't recommend going there to do it. Youtubers, journalists, activists and plain clothed police officers are out there regularly now due to it being a well known area. The videos and articles you've seen really put the spotlight there. Also, some of those girls are runaways and / or underage. If caught, your situation will be 100 x worse if it turns out she's underage whether you knew it or not. If she looks too young, ask for her ID. It's better to be safe than sorry. It's the difference between a slap on the wrist or going to jail and getting your passport blacklisted.
Syphilis and HepA are also big problems.
The guys who hang out with them are usually just friends and clients who have nothing better to do.
They want to know what you want to do before they come with you. It can be a little difficult if you don't know the lingo, but nothing google translate can't handle. As for hotels, it's honestly best to go to a nearby love hotel. On weekdays, you can book 1. 5 hrs for less than 5 k yen. Lapia is a good place. They also provide complimentary popcorn, soft drinks and 1 free cosplay rental if you're into that.
You'll notice that they're always on their phones. That's because they network with each other and they advertise on twitter. (Safest place to book a girl).
They also hangout near train stations and at random spots in Kabukicho. Don't mistake them for the older Chinese ladies who randomly walk up to you asking for a "massage".
You can book underground AV models on Twitter too. The "FC2-PPV" porn videos are basically guys who do that and record their encounters.
The experience can also be a hit or miss because some of them are all business with no emotion. You can get GFE, but you're not guaranteed it or they charge extra.
Honestly, the only benefit of picking up a tachinbo is if she's ok with it, for 30-50 k depending on the girl, they'll let you go all the way. BBFS CIP and everything. If that's not what you want to do, it's better to go with the agencies you see on other posts here.
TLDR.
Okubo park is starting to become risky due to mass reporting of the area and STDs. Watch out for underage runaways. Tachinbo are only worth it if you want (and they offer) BBFS CIP. Otherwise, go with an agency.
