Homer69,There are 2 hotels in Ikebukuro that I used to frequent with reasonable rates. The Metropolitan and the Clarion Inn. I think Clarion recently raised their rates, but I could snag it for 9600en. The Clarion Inn has a much bigger room than what the Metropolitan will give for it's cheapest rates, lowest I ever got was 11550en. Clarion, unfortunately, only has the Japanese channels, except of course BS-1 and BS-2. You can easily book both on-line. They are very convenient when I want to go to Paradise for a wash and HJ!
