It could be a scam. You have read of reports about such scams in CBD area. If you had called any MP / SP from any websites in the past, whether you have availed service or not, they may be pinging the database they have, now. Be careful. As you said rightly, meet casually before finalizing. Many of these numbers have pleasant and posh voices handling the number to begin with. Then passing the baton starts.
