Going through the posts here, I understand that getting caught at a raid might be a major concern for the guys. So, some tips:

Although Section 5 of the Immoral Trafficking Prevention Act states that procurement for the sake of prostitution is an offence (which to my mind would include the customer), the Karnataka High Court in Chandru S v. State (https://indiankanoon.org/doc/190112568/) held that customers found in a brothel cannot be prosecuted under the Act.

The same was also held in Vinod at Vijay Bhagubhai Patel v. State of Gujarat by the Gujarat High Court (https://indiankanoon.org/doc/132594236/).

You can state these judgments to the police.

In addition, Section 15 of the Act also provides for safeguards against the misuse of the provisions of the Act. It states that only a Special Police Officer (appointed under Section 13 of the Act, which by a Delhi Government Notification has been endowed upon all SHOs) shall have the power to investigate into an offence under the Act without a warrant. Among other things, it mandates the inclusion of two civilians in the raid, including at least one woman. It also mandates the presence of at least two female police officers.

So, in case you are caught in a raid, you can point out the above to the police. If the mandates are not complied with, the prosecution is bound to fail.

However, the biggest apprehension you will always have is not whether you will ultimately be found guilty, but how to prevent getting embroiled in the first place. To that, my first suggestion is to always be polite and respectful, but spew out a few words of the law. This lets the cops know that you are not a fool and they won't be able to rip you off. The police still have the power in law to keep you in custody without arresting your for up to 24 hours. So if they are not drawing up an arrest memo the moment they apprehend you, they are just trying to extract money from you. In which case you will be able to get out with minimum damage.

I've started my mongering scene in NE. I can safely vouch it's not as easy as it may seem there.

1. Assam: Good birds, easy catch and less prices. Downside is that they may not always feel welcoming to an outsider. I've heard many cases of non-NE people being blackmailed over an innocuous fling. The trick is to get a befriend a local when going for the hunt. I've met priceless gems and I've had my share of disappointments too. Places of probable easy mongering are, Silchar, Guwahati, Tinsukia, Dibrugarh.

2. Arunachal Pradesh: The tribal girls are fabulous here, and equally tough is hunting them. Mongering here is dangerous here, better if you catch a bird in AP, get her to Assam for the deed. Most of the WG's anyways come down to Assam for the business.

3. Mizoram: This place is the heaven of mongering! Sexiest, pleasing girls but again the 'locals only' policy applies here too. Better to have local friends to guide.

4. Meghalaya: Shillong is the rock capital and also the mongering capital of the NE (barring Assam). The rates are a bit high here, but so is the quality. Shillong actually acknowledges mongering, unlike other NE states where getting a girl in your hotel room is a worse crime than murder.

5. Nagaland / Manipur: Both places, the girls are good. But the 'locals only' policy is damn severe here. Look for an incident in Dimapur where a WG accused a man of [CodeWord125] her and eventually the guy got lynched by mob because he was an outsider.

Overall, I would safely say, if you have good connections in the NE, savouring a local dish is quite a delicious experience. But visiting it as a first time tourist can land you in trouble most probably. Better we import the dishes to Delhi / Bangalore because the financial aspects are minimal but the comfort and experience of playing at your home ground is safe.

I used to live in Delhi pre-ISG days and GB road was the only option for mongering as a student. I have used services extensively and have both very good (Anal / CIM) and very-very bad experience (getting slapped for not finishing early). I still think that GB road is great if you know where to go. A better suggestion would be to check GB road posts on ISG (There are very good guide posted earlier).
