Your best bet is FKKs in Germany. I recommend you go to Frankfurt or Koln / NRW region (VFM). If Frankfurt, then best stay near Bahnhofsviertel (main train station) / Kaiserstrasse. I too faced a similar problem during activation. While I don't know the reason for this delay or standard time for activation, I can point how-to get it activated. Drop a mail in the contact ID provided on the website. The opposite person is pretty prompt and immediately activated the account in my case.
