The destinations you have chosen are good enough. Both for scuba diving and mongering. I am myself a AOW diver and been to few places. Few tips for you.

1) try getting the certification done in India itself (Andaman / Goa), its really cheap. Then try diving in the south Asian countries. Trust me its heaven.

2) A strict no to angles city. Its called AIDS World. Beware.

3) Philippines is heaven for diving. Try exploring the small islands near Indonesia like Sulawesi or wreck diving in Philippines west side. Etc. Or similan island in Thailand.

4) Mongering wise Indonesia is dirt cheap.

Hope this is helpful,. Try to google for diving season before you travel to this countries. Play safe mate cheers.
