You can access SA both in app mode or Desktop mode. For app mode you can visit Google play store and download the app. But to communicate to the girls you need to be a premium member. You can pay via Credit card in app or using Google play balance.

For desktop version you need to visit seeking.com, where you need to register using your Gmail or Facebook ID. In desktop you can only play via credit card and guess Google play balance won't work for you.
