I am going to visit Delhi in the middle of Mai.

As I was trying to plan and go over important things like eVisa and stuff I came across one problem. Exchanging euros to rupees. Withdrawing money from my bank account in Delhi will be freaking expensive as I have to pay at least 600-700 rps in costs to be able to withdraw some money. Now because India has that 10 k withdraw limit that would be a freaking pain in the ass to pay the 600 rps every time. I don't own a credit card. Do I have better chances carrying the cash and exchanging it somewhere in the city. I would imagine the exchange rates are shit as well. How do I handle this issue? Thank you brothers.

I have brought foreign currency from time to time. You can exchange them at any bank in CP or money exchanger there. I found money exchange gives good rate than banks & you can bargain as well with them. The more currency you will exchange, better the rate will be. They have rate for 1500,3000 & above 5 K. Or do Western Union and pick it in Delhi, just select cash at agent location option. Don't change at airport as rate will be low and fee high.

The MPs won't be opening this year for sure. Heck even if they open, sane people will not be going there due to high contagion factor. You can easily exchange foreign currency in cash. Its easy and more beneficial (you get too better rates then banks) if you are able to bring cash. Go to Khan market in central Delhi and you can easily find the cash exchange counters. But remember they are not legal but it is easy and quit safe if you are cautious.

Also keep it in mind the limit of foreign currency (in the form if cash) legally permissible while entering India at airport.

As the government plans to reopen in May, we need to start thinking how it will look like post lockdown and precautions to be taken for getting back the good times.
