The seperate forum for Argentina and US is probably just some legacy fom the past and has nothing to do with the scene. I am no expert on Argentina, I have visited a couple of times, lovely country. My guess is that everything is pretty normal, the activity of a forum / section is not always an indicator of the IRL. This forum is english speaking therefor tend to contain majority of tourist / expat posts in the non English speaking sections.
