Apart from tour guides yoga teachers / meditation teachers are the large percentage of guys you find with foreigners. 3 months teacher training / 5 months teacher training students spend entire day from morning meditation before breakfast till after dinner get to gather and even show around on weekends so its normal. However most yoga teacher will be professional with students as it may effect their business. Many yoga teachers do have non indian wife / girlfriend but its similar to doctors getting married to doctors. Foreign yoga teachers promote rishikesh / India among their students outside India and bring them here in yoga retreats for tour / yoga and earn extra money like travel agent. Most yoga teacher students outside India are female that's why in rishikesh you see more female foreigners and almost 90% indian yoga teachers in rishikesh is male.

Yoga being associated with spirituality rishikesh I think goa might be better choice for such things. There is always some individual girls in the need of extra money which may lead to some action but its not very large scale. Try tinder or go to backpacker friendly restaurant and hunt like just regular bar scene if you can.

Be careful though as I have often seen complaints of female foreigners how some indian guys irritating them by just thinking that every foreigner girl is **** or ready for sex with anyone.
