Google Voice is only available in US and not in India. You can use the Google voice number (a US Number) for WhatsApp.

I too have had such experiences nowadays. I shared good number of contacts with some people here expecting some contacts in return but they just took it and didn't replied anything after that. That's actually bad and immature. First I thought they might have forgotten but after a while you see there posts on forum. Request those members to not play such cheap tricks for few contacts as it ruins the purpose of the platform. What goes around comes around!
