Did either of them verify on video? These are obviously SP managed profiles. 15 k is too much to throw into a person who you don't even know what services they provide and what they look like.

There is a separate SA thread and it is discussed there. Works with debit and tell bank that you initiated the transaction.

Your card might be blocking. Enable international transaction and remove / increase limits in your credit card and try again and it should work. Call your bank and ask them release the transaction. Bank might suspect and block sometime.
