If you consider civvies, Colombianas would be close to the best in the world. I have seen plenty of Miss Universe types walking around. In Rio, the number of doable garotas you would see on the streets is maybe 1%, mostly due to the aforementioned enormous weight gain. But the number of doable chicas in the streets is much higher.

Unfortunately, the working chicas I have seen in Medellin, not so good. I suspect most aged out and got booted by their husbands, leaving them penniless and desperate.

I can't speak for downtown, but you shouldn't have an issue in Parque Lleras or at the bars around there.
