Yes you are absolutely right. They track the IPs of all your logins and suspend you immediately when they detect anything that's against their policies. The brother will have to continue using VPN every time he logs into SA.

Happened to me once when I was in Tanzania, they suspended my account immediately. Had to write to them and explain I was a genuine user who just happens to travel a lot. Got my account reinstated though and for all the days I had lost due to suspension, they added extra days to my subscription.

Make a TG account, keep your number hidden. Move discussions to TG ASAP. Don't bring up sex or money on SA chat.

Be polite even if you come across scammers or obnoxious people. You can be reported.
