Two hings. The anything goes old school Sosua and the inability of some mongers to police themselves did them no favors. I like many others think that the government doesn't like creep cammers but did nothing to stop it. Personally I think they were using them as evidence gathering in the sense that the creep cammers showed who was on the strip at certain times. It was like having shot cameras in the light poles.

There's also almost no downsides to development you can and will have mixed tourism. You have a ton of cruise ships going to Ocho Rios Jamaica and you'll see women posted up at the Burger King) because they know that's where the cruise ship passengers will go) and James Street gets popping at night and I believe that Prostitution is illegal in Jamaica.

That being said I'd be shocked if Sosua becomes Punta Cana north because Puerta Plata city is right there. Why go 30 minutes to a one horse town unless you wanted pussy and more of it's availaible in Puerta Plata anyway.

The average Sosua resident will benefit greatly from the construction and the businesses in Puerta Plata by communting to work. If anything the Population will grow as Puerta Plata gets even more expensive and the developments in LOS Charamicos will make Sosua abajo way more affordable.

This move is for the rich guys who are hoping that Sosua will draw tourist. The cruise ships are bringing 1000's to Puerto Plata but Sosua has nothing but a beach for them. Sosua can not compete with Cabereti let lone Punta Cana. I think 100's of people with families in Sosua will lose there jobs and will be forced out of town. I don't beleive it's a crackdown but more of a reset. They have been cracking down in Santo Domingo too and frankly the DR does attract shit tons of foriegn girls to hustle in the DR.

Sosua is in bad shape in my opinion. I was there 10 days ago and qoall the bars are closing at 12 am during the week. The police conduct periodic sweeps were they ride up the street and chase the girls off.
