I think the situation is actually worse in the provincial areas. If we take the two extremes: Manila has thousands of girls who are happy to meet foreign visitors who will splash the cash on nights out and taxi money in the morning while pretty Cabadbaran girls won't sit around waiting to share the one or two visitors a year who actually make it to town. A much better and reliable source for them is online sponsors who will pay for "load" without even seeing the girl let alone insist on fucking her. With the number of simps out there, it's not hard for a pretty girl to have several guys on the hook at the same time. Essentially money for nothing.
I've always recommend paying the equivalent of a ST a day for XLT. From me, that's 10 k a week. However, that's highly influenced on where you find the girl. A Manila bar girl is unlikely to go for that because she is use to receiving much more.
*Local knowledge and access is also a factor. I've been to many Indonesian towns that would burn a shop down for selling pork but there is always a bar or cat house hidden just outside of town. It would not surprise me at all to find that ZC actually has these places hidden away too. First impressions and plausible denial are very real.

But the WWW has made the world a smaller place, which has affected attitudes even in the world's isolated hamlets. Your plan was easily doable 15 years ago, but not as much today, for dozens of reasons.

If you're sizing up a place for sexual conquests, it sure helps to have some surefire backup plans. Here in Butuan City, if the online scene isn't panning out, a horny tourist like yourself can try flirting at three malls with plenty of moderately open-minded Catholic girls. If malling fails, there are good-sized restobars with oodles of late-night groups of getting-drunker-by-the-hour ladies swilling from big bottles of Tanduay Select with an iced tea mixer.

Statistical gathering is rather tough in the Philippines. But attached is a Facebook screenshot of religion numbers which purportedly are from the census of 2020.
Roughly 40% of Zamboanga residents identify as belonging to the Muslim faith. That statistic severely limits the playing field.
Those of us who have lived here for years vividly remember the Marawi City attack and siege in 2017 as well as the personal safety shit-shows that have occurred on nearby Basilian and Sulu Islands.
That's enough to dissuade most guys from ever traveling to a Filipino Muslim area to find chicks.
What this means is if your online plans in Zambo don't pan out and you're faced with the prospect of sleeping alone, you probably aren't left with many available fast-acting options. I'm guessing that there aren't any strip joints or streetwalker areas in such a Muslim-packed city, but I could be wrong.
Maybe you're okay with going to sleep with a raging libido and full sacks of jizz after having your hopes cruelly dashed, but not me.
IMO, Davao City is a greatly underrated city for finding companionship.
Zamboanga? I eagerly await your reports which will hopefully prove me wrong.

This is a rule, although not a mathematical one. I believe that girls in Zamboanga chat much less than their cousins in the rest of the Philippines because foreigners are not interested in going. So perhaps contacting them online could be easier and therefore easier to meet them too. Those who know the Philippines well know how difficult it is to get a regular girl into bed on the first meeting.

Yes, I have already been to Gagayan de Oro, Butuan, Surigao and Siargao island. But these are all small cities, except Gagayan de Oro which is the largest city after Davao. It has around 600 thousand inhabitants. But I believe that Davao can give much, much more than CDO. The last times I went to Mindanao I had a GF from Leyte island, so I always traveled with her and didn't personally experience the situation in each place. So I don't know how Mindanao has developed in recent years. I'm afraid it developed a little badly. In fact I know that if you send money for transport to a girl who lives 50-100 km from you, in 80% of cases she steals your money and doesn't come. At least this is the situation on Leyte island. I don't know about Davao. As you mentioned, Davao doesn't have many tourists, so I hope it hasn't gotten much worse in recent years. Duterte had done a good job, even if he is now having a very bad time.

Find a cute 19 yo student and she will be receiving lunch money from numerous simps thousands of miles away, most of whom she will likely never even have to meet. True, there's not a lot to see in Surigao City. It's also a college town full of cute girls but the main campus is for Criminology. So please please please, don't venture west of Joe's imaginary line. Instead, fly to either Davao, Butuan, or Surigao cities and hop on a bus. Make the rounds of these Mindanao cities, where foreigners are not yet numerous.
Tandag. Bislig. Gingoog. Cabadbaran. Bayugan. San Francisco (Agusan del Sur). Tagum. There's a circular highway route that connects them all.
Yes, Tagum City is a large city with four malls. But I go there quite often and don't notice nearly as many foreign faces as I do in other large Mindanao city malls.
Each city listed has relatively newer Gaisano Malls. I own a car, so I quite often travel through and often stop at the malls to stretch my legs. I won't classify them as fertile hunting grounds, but it's rare that at least one salesgirl won't initiate a conversation.
Don't waste your time in Surigao City. It's the main port for sea travel to Siargao Island, the new hip beach playground for younger Western visitors. An old guy won't stand a good chance there.
Zamboanga City? Don't be a fool.
