1- Not really, to my knowledge Though not familiar with that HCM st. Only been on Bui Vien st. I think Old and Ugly is advocating an approach rather than a location. And I think he is spot on. Here's why. I see such rates too on that site for my city, the Nang, but for non Vietnamese they always ask double or minimum around VND1 m in my experience. Is your 'wingman' a local to get those rates?
