My opinions from my experience in both cities, and from talking to both foreigners and Colombians. I'm including info about Medellin too, for those guys browsing this forum who haven't been there yet. Of course, YMMV:

Bogota is bigger and uglier and rains a lot. Medellin is the pretty tourist city with (mostly) famously good weather. In Bogota, violent crime seems to be more obvious and pervasive, but supposedly scoping is much less common there than in Medellin. You'll notice far less expats and gringo tourists in Bogota than in Medellin.

On average, the females in Medellin are more attractive, with a higher per capita of stunners than Bogota. Many of them have plastic surgery and fake tits and even fake asses, which may or may not turn you off depending on your preference. I've found the chicas in Bogota to have more natural faces and bodies, on average. Lots of dark-haired and blonde chicas in Medellin. In Bogota, besides dark hair and dyed blonde hair, you also see a lot of chicas with dyed bright-red hair, like they're comic book superheroes. And shit-loads of tattoos.
