I bank with Kasikorn (green) and always go to the Krung Sri or TMB machines to get 30,000 then deposit it into my bank. You can always call your home bank and get them to adjust your daily withdrawal limit. I have done it before when making large purchases.

If bringing USD cash, make sure they are in pristine condition. Exchange them at TT Currency Exchange counters (yellow in color) all over the city. They have the best exchange rate.
7-Elevens typically have ATMs right outside, attached to the same building. I would be surprised if you face any issue with those.
As for withdrawal limit, 15000 should be fine for pretty much all banks' ATMs. Upper limit is 20000 or 30000 baht depending on the bank. Do make sure your card is enabled for international ATM use and has adequate limits configured.
Some "Pattaya" resorts are actually quite far from action. Do confirm if yours is not too far away from your primary destination. Usually that is Central Pattaya.
You can hail a ride with Bolt / Grab at any time of the day / night. Never have I been left stranded.
