I have limited experience with couples. As per my understanding there are 2 kinds.

Meet couple only -These couples only meet other couples for swinging. Don't meet singles on FWB.

Meet couples / singles -Such couples meet couples for free. However such meetings are rare. They meet single males as FWB. They don't necessarily push for threesome. The LE that raided them was not local LE. Usually it is the local LE that the Spas will have deals with. This was special crime branch called CCB. Either they did it spontaneously or may be there was some politics at higher level was involved.
