Hey it's best to go the weekend before the week Halloween falls up on. I think they celebrate their Halloween on the 26 or 27th of October and not the 31st. Easy to get back and forth to both places. When you get tired of lack of true Big Club nightlife of Sosua, you might want to keep you options open to move around a bit. 5 hours from Sosua to Santo Domingo. When I am in Sosua and need to make a day trip to Santo Domingo for business I make it a day trip on the bus.

As far as I know there are no hotels that charge a chica fee and the only one that isn't chica friendly is th casa marina. They will hold her cedula until she leaves so before you take her back to your place make sure she has ID. If they don't let her in you are probably going to have to give her some money anyway and you will be all alone.
