This is my understanding after seeing a few WGs in the past couple of years. It looks like all of these SPs are connected in someway. Almost all of them from MR and so I don't keep track of individual SPs. They may be part of one group and know where all the girls are although each girl may have only one primary agent or handler. It is quite possible multiple groups operate in a similar fashion as well.
