At this time of year, low season, pretty much the only options available are bigger, giant? Boats.
As the smaller boats can't get out safely to the dive sites.
But they are generally only 30-50% full, which is 20-40 people.
Also, small boats owned by dive centers is not the model of most diving in Phuket, unless you're willing to pay larger $'s for private charters.
I will admit upfront that I own a small boutique dive center in Phuket with my Thai wife, and would be very happy to help you with any questions about diving here.

I had 24 hours in Phuket due to an international flight connection. I booked a hotel in Patong. I have not been in Thailand for over 20 years so the information in this forum helped. I checked into my hotel around 1 pm. Went straight to Rat you Thit road (as this was the street with supposedly the most day time options).
