I think you have to have an account at the bank to exchange. It's best to use an ATM. You will get the rate set by Visa or MasterCard or whatever clearing house your card is tied to. The rate you get is real close to the closing rate two business days before the withdrawal. In other words, today (Tuesday) you will get last Friday's closing rate. Most banks charge a fee for using their ATM, and your bank may charge an out-of-network fee. Be sure to decline the exchange rate offered by the bank at the ATM.

The Colombian banks set a limit on each withdrawal and a daily limit.
