I found a spa in Gurgaon where you can get HJ for 500 and counter charges are just Rs. 800, so total damages are 1300. Haven't found anything cheaper so far.

Note that this is not topless HJ, only simple HJ but basic touching from outside is allowed. B2B, FS etc. Are not on the menu. I have been to this road with a person who has experienced action. He took me to one famous building (forgot the number, 64 or 62).
