Actually, the Premier Plaza is an "unofficial" police substation that the police frequent to use the WIFI and drink coffee. Generally speaking what you say is true, before Covid. No matter where I was, on Miguel Lemos in Rio near Help or around the favelas or Lapa or Lima or for that matter in Colombia. I visited Medellin in October, 2018. I only went to El Centro during the day, but never felt in danger. Visited several casas, had a good time at all, with a great selection at a great price (about 50 k per session). I am not all imposing physically, and speak limited Spanish, but have travelled a lot and know how to carry myself in foreign city.
