When I got verification call from HDFC and I asked why are you declining this payment? So I called Amex to get into the real issue. SA (WA*) is blacklisted and transactions are denied. My all cards are international transaction enabled including online. So I got hold of an android mobile, downloaded app from google store and paid through it. It worked.

I have used it successfully with ICICI bank and SBI bank too successfully. Another option which my pals have used is through Google card. I will share the details it soon.

You would need to enable the intentional payment on your card using mobile app or net banking. It should go through post that. This is a new restriction from RBI.
