Luxe is specifically foreigner friendly. My first visit was more than half foreigners. White guys, black guys all speaking English. For FS, it's tricky which is better. It's complicated but Japan has lower starter rates at the lower-end soapland, but you tend to get okay looking girls, often in their 30's.
