Shin Okubo and Okubo park are not the same place. Shin Okubo is a small koreatown not far from Shinjuku. Okubo park has streetwalkers who may or may not pleasure you at your hotel. If your hotel doesn't support it, you need to book your girl and say the love hotel, then go to the love hotel, check in, and call them to tell them your room number. So you want to plan ahead of time. I can't answer how well they communicate in English but they have an English website with a booking system so it should be okay. This is one benefit of the 'foreigner only' ones. But I'm determined to try other girls next visit so I'll report back some day. So I walk in and I'll look at all their posters on the wall, asking about the oppai pubs and picking one. The staff will make a phone call to the shop and ask "Hi, may I introduce a customer? He is a Japanese speaking foreigner" They only take people to legit Japanese establishments because they rely on repeat visitors. They are upfront with communication, like sometimes the shop might say back "Sorry there will be a 20 minute wait is that okay?" and you decide okay or not. Around 6pm-8pm the wait is because girls are still showing up - you will not pay for the waiting time and can drink free beer and maybe snacks. Around 10pm-1am it will be because I and other guys are cockblocking you, keeping the girls busy. Fair enough right.

Also, Manzoku will get you the best rate by far because it is so competitive. Luxe for example is officially 13k cover charge, don't ever pay it. Navigating Kabukicho
Google street maps are very useful, but keep in mind they are often 2 years old so things change. Plus google photos are from daytime which looks totally different including things being shuttered. Luxe is not on the google street photos yet since they're from 2022. But from Manzoku you can actually see Luxe, it's 1 minute walk. Hosekinobako is like a 6 minute walk with a street crossing and the guy sucks his teeth lol. Nothing good comes easy. Everyone wants something a little different. Are you looking for FS or sampling something unique? Japan has a lot of different levels of play. I'll try to summarize them below. My hope is to visit Japan again May 2025 but not confirmed yet.

Shop types
Maid cafe = No alcohol. Girls in costumes come and call you master and serve you curry and other simple dishes, etc. You can pay for a polaroid with them and play other games and activities. There are many variants based on them, often based on the type of costume. But the basic idea is the same. Very tame.

Hostess club = Old fashioned club where you talk to ladies and get served alcohol and compliments. They light your cigarettes, remember your birthday, laugh at your jokes. Vast majority are no touch but girls might gently touch you. Some offer takeout UTR but that is between you and the girl only and not the main draw. Fun in Tokyo region
If you want a cheap and easy soapland to try out that is foreigner friendly with no gaijin tax, Kira Kira in Yokohama is a good start. They have rule sheets in Japanese, English, Korean, Chinese. There are much more expensive options all around Tokyo.

Walking around busy parts of Japan after 6pm, you are going to see girls holding up signs. You can see in the first photo below 3 girls with signs listing the price hanging on their necks. At Kirakira Yokohama soapland (FS), the rates are 50 minutes for 18000 yen ($125), 70 minutes for 26000 ($181), which is on the cheaper side for Japan but not far off. Girls range from mid-20's to mid-30's, decent but not like the jgirls we get by a significant gap. Maybe I can help. I'm the same way, I only care about value. I can bang great jgirls in the USA now, at long last. All I need is to be able to speak English. Whereas the requirement in Japan was I should speak Japanese. If you were in the USA and could only speak Japanese, they would never let you see a jgirl. I know this for a fact. Japan is the best at most of that list. When you go to Japan, you order sushi not McDonald's. Order what they are good at, that's how you get good value. Tokyo Hentai Club, GFE, and Tokyo Amateur are all examples of "foreigner only" services. They are newer. However there are now some places where most of the customers do not speak any Japanese. English, Chinese, and Korean are the three most common languages catered to. At Luxe oppai pub sometimes the majority were English speakers, I assume Americans or British. All races white, black, Asian foreigners.

My first post here on ISG was in 2004, 20 years ago. I said it back then and I say it now the same, never follow the touts especially the Nigerian ones. You may have missed the reason. Nigerian touts are notorious scammers who will take you to a bar and drug you if they think they can. Or scam you normally otherwise. The other Asian touts, many who are not Japanese, at least don't do this. But they do B+S and in any case their shops are no good. Just to be clear, this was my advice even when I could barely speak any Japanese, posting 20 years ago. Do not follow the touts. The best you can hope for is a tourist trap. I did find a Chinese tout and at least he wasn't a scammer like the Nigerians. But 9 of the shops he took me to fucking sucked. Just like your experience. 1 of them was legit good. I wrote about this before. Not following RLD touts is literally the one and only thing I warn people not to do in Japan. I warned about it 20 years ago, I'm warning about it again now.

I had fun not speaking Japanese, getting into the few Japanese establishments I could. This was before places that actually catered to foreigners, like Tokyo Amateur or Luxe oppai pub. I got really great value for my money, an oppai pub was 10 times cheaper than a US strip club, and I could kiss the girls. Since I like Asians, they were way hotter to me. It's kind of a contradiction. There are few model level girls actually working, I hope that's obvious to everyone. But of those girls, most of them don't use real photos for privacy. So when you see clear model level photos, it's fake. Hope that makes sense.
