No, expect to pay a bit more. Part of it is various options and fees that even Japanese locals have to pay, on top of any foreigner fee. Any English site already includes foreigner prices. It might not be obvious, but Shibuya Galaxy is less than a minute walk to TAE, in the Dogenzaka area. It's also near all the night clubs. In case you want something different, here are other options. I don't recommend them all but it should give you an idea of what Japan offers:
