Law enforcement when trying to get drugs off the streets don't really care about the low level dealer. That low level dealer is a nobody and he will be replaced in 2 seconds should he be locked up. The drugs will be back on the street almost instantly.

The goal of Law enforcement is to capture the source or the people who are pumping the drugs out on a mass scale to the low level dealers.

Border Patrol is the same, the smuggler is a "pawn" in the game of drug smuggling. The Cartel or source is the "King" that Law enforcement needs to capture to eliminate the drug flow. The problem is that is almost impossible when the cartel is in a foreign nation.
